Looks like I was the only one out of the loop! UNOI is indeed an intergroup, just like you said. As the kids say, "my bad."
So however many meetings you have between Unofficialnicanon and Lobbyville, divided by three, that's how many delegates you're entitled to at the conference. And of course, you should encourage as many people to attend over and above that as you can!
