is caused by 'sharp edges'- This true to a point, but you can get bad
whistles without sharps edges, too. Usually it's caused by all that
good airflow from the bowl and stem (and the mortise end of the bit)
being crammed through a tiny hole at the button. (Of course you may
have helped the whistle grow by drilling it out to 4mm at the mortise
end without a tapered bit, creating a Sharp Edge. ooooh)
I'd say, do what JohnO said. Open up the funnel at the button. Here
are some needle files...... the square and round ones are the best for
this operation.....

(You want to work on the Width, not the height of the slot, at it's
SMALLEST DIAMETER, inside the airway.)

The Abrasive cord is Very expensive, for just one pipe. (But this
pipe is worth more than money anyway, who wants a whistler?)
The smaller diameter has a finer grain (200) and you could probably
get away with just that, but it is a lot more work. I'd buy (and have)
all of them. Nice stuff to have around, and a roll will last a
lifetime. (Maybe)
I'd stick the stem gently in a vise, with a towel or foam around it,
with the button pointing to the moon. (that is, up) Take a foot long
length of cord stick it through the stem and start churning butter.
Just be Very careful not to sand away merrily on the inside of the
stem down by the mortise. Keep the bottom end of the cord in the
middle of the airway, work the top end left and right and pull the
cord up and down like a jigsaw. (that's churning butter) Works for me.
YMMV. Clean it all up with tightly rolled sandpaper and polish.
